If you have done your B.A. (Bachelor of Arts) degree from a recognized university even in the open mode of education, then you are certainly eligible for appearing in Group 1 or Group 2 or any other government job recruitment examinations provided you satisfy all other eligibility criteria required to be satisfied for the examination.
