The candidate must have completed and qualified bachelors degree examination by the closing date of the application procedure. As per Public Service Commission of west Bengal, candidate applying for the exam must be a graduate to apply for the West Bengal Civil Service exam.
The minimum eligible age to apply or the exam is 20 years and the maximum age limit is 32 years.

So, being a final year student, you won't be considered eligible to apply for the exam.
