Sir, I'm studying in Swami Vivekanand Swati university and currently in BA 2nd year. Is this university valid for HP state SI of Police? What if I apply MA or another degree from Himachal Pradesh state?

Yes, the university you have mentioned is UGC approved and your degree is valid for any government job in India, but you need to fulfill all other criteria such as age and qualification. Just make sure you have completed your qualifying exam before applying for any government job.
