i hv completed my b.com(h) from Du bot got back in 5 semester. can i still apply for m.com in IGNOU?

You have completed B.Com degree from DU but you have got a backlog in 5th semester so if you have already cleared your backlog then you are eligible for M.Com course otherwise not.

Those candidates who have completed B.Com degree from a recognized university with above 50% marks are eligible for M.Com course in IGNOU. Your age should be above 18 years.

For getting admission in any of the well recognized college in M. Com first of all you must have to fulfill all the eligibility criteria specified by the college and university as well.
As you have a paper not passed in your B.Com so you are not eligible till you clear your backlog.
So my suggestion to you is that first of all clear your backlog.

Definitely after fulfilling the criteria you are allowed to get admission in IGNOU after completing B.Com from DU.
