No you cannot do BA And Bcom together from a regular University. There is an another way that you can pursue any of these course from a regular University and the another from a Private University like IGNOU.

You can do through regular and correspondence mode but it's not valid to do 2 degree in same year.At a time you can use only 1 degree.You can do 1 degree and 1 diploma/certificate course at a time which is valid

--From the same university or college or type of mode,you are not eligible to do simultaneously.

--But their is one way that you can complete BA from regular and B.com from Open board.

No, you cannot do BA/B.COM together from a regular university.
There is an another way that you can pursue any of these courses from a regular university and the another from a private university.
