Can I be eligible for UPMT without having a domicile of Uttarkhand?

Sir, I have passed high school and 12th with CBSE from uttarakhand.I am actually resident of UP and belong to OBC.Neither I have domissile certificate of Uttarakhand nor OBC certificate of uttarakhand .I got 38th rank in OBC category in Uttarakhand UPMT.I want to know that both cretificates issued by UP govt. are permissible or not ?
