Dr. A.P.J. Abdul Kalam Technical University, Lucknow formerly Uttar Pradesh Technical University is a public university in the Indian state of Uttar Pradesh set up by the government of Uttar Pradesh on 8 May 2000.

As per my knowledge, no you are not eligible to get best NIT institute in UP after scoring 1939 rank in UPTU so my suggestion to you is that you can apply for that college which accept your score.

2. Shri Rammurti Smarak College of Engg . & Technology

3. ABES Engineering College

4. Galgotias College of Engineering & Technology
