Yes you are certainly eligible to apply for admission in government college if you have cleared an entrance exam, as it shows that you were eligible to sit for the exam.
But, you haven't mentioned in which entrance exam your AIR is 155397.
You haven't even mentioned your academic qualification details and the degree course you want to apply in.
in the absence of such vital information it is not possible to say exactly whether you are eligible or not.
