Can I get job in Andhra Pradesh State Government with a degree from non-ICAR accredited college?

I have completed my B.Sc Horticulture in a central university. Which was run by Govt of India. Having UGC recognized and NAAC A graded, but not accredited by ICAR. But ICAR itself said that students from Govt University were eligible for entrance test for P.G and JRF. So, am I eligible for getting Govt job in Andhra Pradesh with my degree?
