can the students having Meghalaya PRC and without Assam PRC apply?

You need to specify the university or institution you are applying for. Every university have its own rules and regulations regarding admission or entrance exams.

There is one thing we can tell you that every university has its other state quota so you can apply in any university through out INDIA nobody is going to stop you as its mentioned in our constitution
