It is some difficult for you to change the college from one college to another college.
A student can change the college after completing 1st year in the same University. You can change the college not University. Many college does not give this facility. Changing college creates problems for the examination department, and to save themselves from this headache they do not let students change colleges after first year.
As far as you problem is concerned you need to look whether your college permits you to change the college and the other college in which you want admission is willing to enroll you.
If things do not go the easy way, twist your finger, i.e you can either make an excuse regarding the transfer of your father to another place, or you can change the college on medical grounds which is considered to be one of the most successful excuse.

Otherwise you may join any other institute by again engineering
entrance examination in first year, even you change your institution
after first year then you have pay again admission fee and other some
extra money in the new institution.
