Morton A. Kaplan was Distinguished Service Professor of Political Science, Emeritus, at the University of Chicago. He was also President of the Professors World Peace Academy International and Editor of the World&I magazine, published by the Washington Times Corporation, from its founding in 1986 until 2004.

He introduced a new analytical tool to the study of international relations, systems analysis.

The International actors can be classified into two main categories:-

- The national actors acting in the international environment, and

- The supra-national actors like the UN, regional organisations and
other international agencies.

The latter can be sub-classified as bloc actors or regional actors like the EU, ASEAN, NAFTA and others, and universal actors like the United Nations, World Bank & other international agencies.
