MADURAI,August 23, 2012 Mohamed Imranullah S. The Madras High Court has dismissed a writ petition filed by D.D. Medical College and Hospital near Kunnavalam in Tiruvallur district seeking a direction to the Medical Council of India (MCI) to grant permission for admitting the third batch of 150 students in the M.B.B.S. course. Justice K. Chandru held that the college was not entitled for the relief as it had reportedly attempted to mislead the MCI inspection team by arranging fake patients, submitting false residential proof of faculty and much more in order to suppress its deficiencies. In a judgment reserved in the Principal Seat in Chennai but delivered at the Madurai Bench, the judge pointed out that the college had commenced the M.B.B.S. course with 150 students during academic year 2010-11. The MCI refused to renew the permission for the subsequent year citing a number of deficiencies. The college filed a writ petition followed by a writ appeal and obtained an order from a Division Bench for reinspection. The order was stayed by the Supreme Court while entertaining a Special Leave Petition preferred by the MCI last year. Nevertheless, the college admitted students during academic year 2011-12 and made an application to the MCI this year too seeking permission for admitting 150 more students during the year 2012-13. However, an inspection team deputed by the MCI found that a majority of the %u2018patients%u2019 were brought in tractors from nearby villages and shown to be admitted in different wards without proper case files. The %u2018patients%u2019 were sleeping on the beds in their own clothes and no one had been administered any treatment. A majority of them disappeared after 6 p.m. on the day of the inspection and returned the next day. The team also pointed out that only two units of blood were available in the hospital%u2019s blood bank though it claimed to be attending to an average of 106 casualties, 26 surgeries (eight major and 18 minor) and two deliveries every day. Raising a doubt over the authenticity of the faculty too, the team said that 25 per cent of the faculty members had joined the college after retiring from the Health Department and were inducted as Assistant Professors without any teaching experience. The team also stated that there were only 36 residential quarters for the faculty on the college campus though the institution claimed that all 148 faculty members were residing on its premises in a remote village. Refuting the inspection team%u2019s observations, the college, in a letter to the MCI on June 22, stated that the patients in the nearby villages had to depend on bullock carts, two-wheelers, auto rickshaws, bicycles and tractors as there were no proper road facility. The hospital also claimed that a majority of the patients were uneducated. They refused to wear hospital linen and stay overnight as they became homesick. About 40 per cent of them were scared of being administered injection if they stayed overnight. In so far as the unavailability of blood was concerned, the hospital claimed that it used to call for donors whenever there was a need. It further stated that only those appointed as Associate Professor required teaching experience and not others. Not satisfied with the explanation offered by the petitioner, Mr. Justice Chandru said that the question of renewal of permission for 2012-13 would not arise when the college had failed to obtain such renewal for the previous year itself. He recalled that Supreme Court in a judgement in 1999 had said: %u201CThe country does not want half-baked medical professionals coming out of medical colleges when they did not have full facilities of teaching and were not exposed to the patients and their ailments during the course of their study.%u201D Source'- The Hindu |

Dear Friend,
As far as i am concerned, the DD Medical College & Hospital , established in Chennai has got the recognition from the Medical Council of India for the session of 2010-2011 only and has not got the permission from the MCI to extend the recognition for the next sessions. So , if talking about 2013-2014 sessions , then i am sure that the DD Medical College offering the MBBS course right now is not MCI approved. This is the information i have to the best of my knowledge regarding your query. Hope the information will help you to the extent you want. |
