I completed my 1st year regular then I switch to private 2nd and 3rd year so how can I get my graduation certificate and from where?

For getting your certificate, you need to visit your college. You will have to collect it from your college only irrespective you studied private or regular. In your certificate they might mention when you were regular and when you switched to private.
Generally the certificate is made available to a student after around 6 months of declaration of results.
