Dear Friend
Very simply it can be said that, if you have any query regarding any Govt. officer''s/department's action(s)/activity(ies) then RTI can be a tool to resolve those queries. e.g., Suppose Govt. issued 'x' rupees for building a Library in your city and you think that the Library is taking a lot a of time to get built or There is some scam going on in construction/Resources Provided; then you have the right to know that when exactly the Library is going to be built and/or you can ask for the detailed expenses being made against the construction and other resources for the Library. Same way, you can use this right for any query regarding Govt. officials'/departments' activities. How to Use? Every Govt. organization does have an isolated division for RTI or Public Information. You can seek information from this RTI/Public Information dept. of any Govt. Organization through POST/ELECTRONIC MEANS/PERSONALLY. The Fee per RTI is Ten rupees which can be paid by DD/Bancker's cheque/cash deposit to the accounts officer of the public authority or Central Assistant Public Information Officer. The application for the RTI can be made on Plain paper. Just mention the authority from which you are asking information and write your query clearly. The Central Public Information Officer (CPIO) or RTI officer is supposed to provide you the information within 30 days. If any delay is to be done you will be informed. Under certain crucial circumstances information can be provided within 48 hours. If you don't get satisfied with the information you are provided you can go for second appeal to the higher authority.
