Enhancing your command over English language will require patience and regular practice. Make a habit of reading. Reading good books will strengthen your knowledge about words and sentences. Improve your spelling, you can do this by taking dictation from a person who is good in this language. By doing so you will also improve your vocabulary by hearing the dictation.
You can also join some institutes which offer speaking courses on a basic level.
Always remember you will speak what you will hear, so a good teacher with a clear vocabulary will help you in great deal.
As per your question is concerned about entrance exam, if you are applying in a place where language is important then you may have to pass a standard set by the organisation. However this is not mandatory.

To learn and speak a language needs enough patience, determination and skill.

As English language is a universal language and most spoken language in the world, one should learn how to speak and write this properly.

As you have said you are weak in English language then you have to keep great patience to enhance your command over English steadily by practising its writing and reading in regular course of time. You should regularly watch television news and talks and try to follow the movement of mouth of the speaker along with hearing the sound of talks. You can improve your vocabulary by reading English news paper and magazines regularly. In order to improve your spoken ability you should regularly practise it with your friends and near and dear. Always try to converse in English when ever you get an opportunity to do the same. Remember, practice makes a man perfect, don't hesitate to speak in English, slowly you will see fear for this language will go away.

Though English is not necessary criteria for an entrance examination still some Companies sets their respective parameter for this language.

Rest easy, gentleman. Most of the exams these days are multiple choice question papers, so that they can be evaluated fast. A computer scans the papers and awards marks. Of course, there are some papers where you have to write descriptive answers. (You have not mentioned about which entrance test you are going to appear). Even where descriptive answers are sought, several exams allow the option of writing the answers in Hindi. Even if this option is not there, in many non-language papers, the examiners pay more attention to the contents rather than the grammar. Hence, if you can prove that you know the subject, well, you clear the entrance.

The problem starts when you face the personality test. You should have a decent spoken english for this.

But, dont lose heart. Anything can be picked up by practice. You have to develop an internal feeling that english is not difficult for you. Keep listening to radio/tv programmes and watch how they speak. Try to talk internally in english. Slowly, talk to your close friends who would not mock at you, but rather help you. You can even take some classes in spoken english from some good institutes.

A conscious attempt will certainly elevate your performance. Come out of the shell that I am weak in English.

You can make it.
