Listen there is no specific rank , because its differentiate according to 1st year drop out seats..... but to get admit in govt. engineering college here is a list...

Your question was some confusing.
Anyhow if u want to crack jelet then i will suggest u to take admission in any institute which conducts courses for jelet candidates. They will provide study materials and coaching and they will suggest u books for jelet too. I got jalpaiguri govt. Engg college through jelet this year and i opted for jelet coaching institute.
