I had discontinued my b.Com 4th semester in 2016 so is it possible any possible to countinue the same in 2023

According to the rules of UGC you can continue your discontinued degree within 4 years of it's discontinuation but as you do not meet the following criteria you cannot continue your degree ,you would rather have to take the course from the starting ,if you would have started the course again by 2020 you would be qualified to continue the course
