Sir Now I am in government job(Tamil Nadu). Shall I do PhD from other state's private university(OPJS uni. Rajasthan ).It will be valid or not.

--- YES, definitely you are eligible for government jobs even after having passed from any other state.
Important thing is that college or university should be recognised by University Grants Commission.
Otherwise other state or other board should not create any problem in government jobs.
Moreover, the selection process in government jobs is done through the exams.

To be eligible to apply for the government job, you should have minimum education qualification required to apply for that job and it does not matter from where you have completed your degree.
After completing your PhD from other state, you are very much eligible to apply for the government job in Tamilnadu.
