The question seems to be wrong as Universities are never being approved by NCTE however they will be approved by UGC or AICTE or some other government body. NCTE is a statutory body of the government of India.

In Jammu and Kashmir, Teacher Training colleges are generally approved by NCTE and none of the Colleges which are training for teachers in J & K are approved by NCTE.

Teacher training colleges in J & K are affiliated to their nearby University or their covering University. But talking about teaching jobs, candidates who have or will obtain a B.Ed degree from University of Jammu are eligible for Government jobs or to get employment in Central Government and other states as what communicated by the NCTE.
