Actually both are same as both are masters degree.

Normally M.S is used for P.G courses outside India in India it is termed as M.S

However at some institutes in India M.S courses in clinical research are offered which are more specialized courses than M.sc.
There eligibilty conditions include M.B.B.S,B.D.S,M.sc
