Outside Delhi Candidates eligible to fill DPMT exam form?

I want to know that the candidate outside Delhi will able to fill the form of Dpmt or not.

hi.
for dpmt one must have passed 11th & 12 th from delhi only..
so if you are an outside candidate you are not eligible....
