Is SET examination only for Non-Engineering qualified candidates?

Hi friends, I have completed M.TECH with specialization in Power Electronics but now whether I am eligible for SET exam or not? Why I am asking this question is because I heard that SET exam is only for non-engineering candidates. Please clarify.
