the notification is released in February month.
as I guess you may know about this that the prelims pattern got changed now Prelims exam is replaced with CSAT

The UPSC notification for civil service examination is released in february month
and the exam of preliminary will be i.e., CSAT will be in the month of June

so there is no relation for November and Prelims exam.

so this is about your query
and after completing this you will be get selected for Mains examination

after mains exam you will be called for interview

then you will be get selected in it with a good rank which will be published after the interview

then training and then posting
this is the path for successful acheivers of the examination in the past
from the date of notification.
