Whether a degree under WILP is approved to apply for IAS/IPS exam or not?

I am pursuing my B.TECH from BITS Pilani under WILP (Work Integrated Learning Program) and my ongoing degree is not approved by UGC. In this case am I eligible to attend IAS/IPS exams?
