Approval of All India Council for Technical Education [AICTE] and University Grant Commission [UGC] is mandatory in order to get the recognition on All India Level of any technical degree including B. tech in order to pursue higher studies or applying in reputed firm as well as for applying for Govt. Jobs.
Since, your B.Tech degree is approved by the AICTE and UGC , you are definitely eligible to apply for any Govt. Jobs which has the access to technical posts.

if i do m.tech from ugc recognised universitu but same not by aicte then what happend.

Yes , you are eligible to apply all govt jobs because your degree is approved by AICTE & UGC
