I am a 4th semester diploma in commercial practice student i have to change my branch to another college to another branch so tell me whether is it possible?

One can change their college in between provided , they get accepted by the college in which they have applied for.
There are few colleges that accept student in between.
Otherwise it's not possible for a student to change college in between the course.

If anyone is desirous of changing the college , then they have to discontinue from the course and have to take fresh admission in other college.

You are not eligible to change the stream in 4th semester of the course.

You will have to continue with the same stream or else take admission from the first year of the course.
