Yes, You are qualified to become a collector though you are a qualified chartered accountant.
You will be given post only when you clear UPSC exam conducted by the Government of India every year.
As you are qualified C.A. you can better search in your same domain which is a very good option to become C.A.
UPSC is the civil service Examination conducted once every year by the government of India. It is conducted for the recruitment of civil service officers like IAS, IPS, IFS, IES and many.

Eligibility:

-Age Limit: 21-32 years ( relaxation for reserved candidates)
-Should be Citizen of India.
-Should be a Degree Holder

Collector is a post which is offered by the central or state governments and for which you have to pass the UPSC and relevant tests, organized by the governments.

Chartered accountant is a qualification that is given by the Institute of Chartered Accountants. which is again a government recognized organization. Therefore, there is no relation between the two. The only similarity is that, you need to have a bachelor degree.

The other qualification criterion, for UPSC, include:

Age limit: 21-32 years
Citizenship: Indian

Being a chartered accountant obviously has its own advantages, because you will have cleared a much more difficult examination and therefore you can easily crack this exam with motivation and perseverance. I hope this clarifies your doubts.
Do you have any question? or have anything to say?
