How to become a deputy commissioner in shortest possible time?

There is no shortcut to become Deputy Commissioner.

You can become after qualifying in Civil Service examination conducted by UPSC. The examination is conducted in three stages. So, you can appear for the examination and qualify in all the three stages for the final selection.
