To appear for the Army Cadet College (ACC) exam and seek a commission in the Indian Army, a sailor of the Indian Navy should have completed a minimum of 5 years of service in the Navy, as per the eligibility criteria set by the Indian Army. Additionally, the sailor should also meet the other eligibility criteria specified by the Army, such as age limits, educational qualifications, physical standards, etc.

It's important to note that the ACC exam is conducted by the Indian Army and is open to serving personnel from all three wings of the Indian Armed Forces - Army, Navy and Air Force. However, meeting the eligibility criteria does not guarantee selection for the exam, as the final selection is based on the performance in the written exam, SSB interview, and other criteria.
