Can I study B.Pharmacy in any top most college if secured 37993 rank in TS EAMCET?

With the rank you have got it will be difficult to get admission in a top college and you will get admission in a low end private college through counselling.

Hence, just attend the counselling with the list of colleges in which you want admission. If you are lucky then you might get admission in a top college.
