I am pursuing BE 1st year from autonomous institute but the college is very poor. Now I want to change college and to take admission in university college. Is there any DTE procedure .Because I don't have any reason.

In order to change college or transfer from one college to another, there should be a strong valid reason to do so.
You need to contact with your college head for such transfer but the chances will depend on the reason of transfer/change and on the availability of seats.Also note that a candidate can not take transfer from private college to government autonomous college, whatsoever reason maybe.

You can only shift from one college to another under the same board and surely for some valid reason, not because of the reason you have stated.

Moreover, the criteria is such that the candidate should have scored a minimum of 60% in aggregate.

However, if you do not have a valid reason for transfer of college, I am sorry to say that you cannot opt for it.

No, you can't change from one college to another college while pursuing B.Tech course. To be eligible to get Bachelor's degree certificate, you have to pursue complete four years B.Tech course from the same college/ university where you have secured admission. In case, if you are not interested to pursue your higher studies from your present college then, you can discontinue from the course and you can take fresh admission in first year of four years B.Tech course in another college where you wish to pursue your higher studies.

I am sorry to say that you cannot change your College to another at this instant since you have started your first year studies in a particular College.
Since you have started your classes, you must have to complete your BE course from that College only. There is no other such provision of changing College at this instant. So, you better complete your degree from your present College.
