If it is a recognized university of that country then there shouldn't be any problem for you to become eligible for CSIR NET. Just make sure that you have 55% marks or its equivalent marks in M.Sc degree.

If you are an NRI then you will be treated as NRI category candidate. You will not be eligible as a normal candidate.
