Masters degree for Ph.D if someone has already published similar research paper?


What if someone had already published his/her research paper then also he/she should have to get a masters degree for a PhD? Please advise me for my future. Thanking you.

Below I am mentioning the eligibility criteria of doing Ph.D, have look over it if you are eligible or not.

Eligibility criteria to do Ph.D:-

Candidates must have completed Master's degree from a recognized University.
Candidates must have scored at least 50% of marks in Master's degree.
Candidates age must be below 28 years.
