Yes, KSOU – Karnataka State Open University is recognised and approved by University Grant Commission and hence a degree obtained from this University is a valid one.

Karnataka State Open University is a university established under a state Act.
It's not fake.
Till 2013 it was recognised by UGC .
Lakhs of people have completed their degree from KSOU.
Due to some mismanagement , it lost its recognition in 2013.
It was temporarily unrecognized from 2013 to 2017 due to violation of territorial jurisdiction clause of UGC.

Thus its degree is totally recognised and valid.

The admission procedure to study PhD In Computer Science is, candidates must have a post graduate degree with minimum 55%marks from a recognized university.
