I have listed the govt college name in West Bengal For WBJEE 2012exam.Also i have mention the seat capacity of those colleges.

But this seat allotment is vary some time it will be increase.Some time some new branched will be added.

Total no of govt college seat is above 3000 but even 20,000 rank holder get the seat for govt college also.

No you have no chance to get in a Govt c ollage by showing wbjee rank as it is very poor rank.
But if you have get very good result of 10+2 or in jee main.Then you have a chance.
Total number of west Bengal govt collage seat is about 3370 and for SC it is only 505.
