Possibility to study MS(Electronics Engineering) in USA with 5.5 Bands in IELTS?

In order to study MS(Electronics Engineering) in USA, you must have a IELTS score card with minimum overall grade of 6.5 with no component less than 6.0 on a score of 9.0. Also you must have GMAT/GRE score card to be eligible to apply for Master's program in USA.
