if you are appearing for interview on campus, top rankers would be taken by the PSU (unless you do exceptionally well)
If you are apply off campus, you are required to have 65% in your graduation (70% in case of EIL and few other) for general candidates.

Since you have 7.1, you can easily apply and appear for any interview.

Most PSU keep 6.5 CGPA as eligibility
Means candidates with 6.5 and above can apply.

However, you need appear for GATE exam and score good marks as most PSU have started taking candidates based on GATE Score.

Some PSU such as EIL demands CGPA of 7 and above.
