Dear Friend,
The best schools in germany are RWTH aachen. u sure dun wana miss this college it is very good university and one of the best and very well known for automobile. U can also try and have a look at universities like Stuttgart, Munchen university, Unversity of berlin, Freunberg university. these are some but i suggest if you can get in RWTH achen then nuthin like it.

Is Australia is suitable for master degree in automotive engineering

If the weather really is soooo important for you, which is a strange criteria imho, Norway is so beautiful, be assured that Dresden and surroundings (300 small and big castles) stand for wine growing for 850 years even though it is the most northern area with vineyards close to Berlin and even more to Prague or nearby Saxon Switzerland.

Regarding culture it's one of the smallest world cities of the planet, just saying the biggest paddle steamer fleet of the world and Germany's most and most extended historic villa quarters, the area size is bigger than Munich, no subway, only advanced trams, a bit slowly, but only a bit. Culturally it plays in another league than very most European cities of same size which is nice when you can appreciate it (0.5 mio citizens). You don't need no second Versailles in Dresden.
