Yes friend you are eligible because the eligibility criteria is 50% in 12th and in graduate is must while for reserved category 45% in 12th and in graduation and the age between 19 to 30 years.

Yes you are eligible for the BTC after your B.Tech. But for taking admission into the BTC there is no need of graduate degree.
The basic eligibility will be 12th pass with more than 50% marks that's all.
So don't worry you are eligible. just collect application form and apply for it.
