Can anyone do M.Tech from an IIT after completing B.Tech from any other university ?
if yes then is there any entrance exam or test for this ?
please give detailed answer as i have no idea about this

After completion of B.Tech degree, you can do M.Tech course from IIT but you must have valid GATE score.

Those who have completed Bachelor’s degree in Engineering/Technology or Architecture/Design or its equivalent or masters degree in science department are eligible for GATE exam.
