As per CBSE rules, the applicant must have good attendance in 10th class to appear in the board examination. The school management will make you register and verify your name and parent's name to get your admit card.

In order to participate in 10th CBSE board examination, the applicant age should be above 15 years. So, If your son has above 15 years, then your son is eligible for CBSE 10th standard for sure.

Under that situation i will suggest you to consult school authority about this matter. They will give you better information about that. Basically for admitting in class Xth they only require passing mark sheet of 9th class and also CBSE demand at least 75-80 % of student attendance proof from school campus. So, don't worry and just visit to school campus and get a meeting with principal.

They will definitely helps you.

Yes, she can take admission in class 1st next year as she will reach the age limit which is required to join the class 1. Prepare her for the exam which will conduct by the schools to take admission in class 1.
