I failed in call 12th that's why I have done Diploma and now I want to do btech am I eligible for loan..??

The marks doesn't matter, although candidate applying for loan must have good academic record.
And the most important thing is credit worthiness of the borrower.

For admission in reputed university, you can easily apply for loan.
For amount upto 4 lacs no collateral security is required.

If you get admission on the basis of entrance exam or merit, that is also considered by bank for sanctioning loan, and for which course you are applying .
