Yes, you are eligible for NDA , you can apply for Army. You can't apply for Navy or for Air force with -4 eyesite but you need to consult this thing that you are eligible for Navy or Air force after your surgery in the UPSC office.

You are not eligible for defence services.
Eye correction by Lasic operation is not allowed in defence services.

The limits of myopia allowed for defence services is as under;
Indian Army : 2.5 D
Indian Navy : -0.75
Indian Air Force : Nil

As you are not eligible for defence services so, I would suggest you to apply for
state government and/or central government jobs after graduation.

Sorry but you are not eligible for NDA exam.
NDA stands for NAtional Defence Academy.
Eye surgery is not allowed in Defence Service so do other Jobs after your graduation.

You can do private Jobs .

Physical fitness required for the NDA ::

Minimum Height:

Army - 157.5Cms
Navy - 157.5 Cms
Air Force (Pilot) - 162.5Cms.

Eye Sight:

For Navy :

Distant vision 6/6, 6/9 correctable to 6/6.
Near vision N-5 each eye, Color vision CPI (MLT).
Myopia: Not to exceed 0.75 D in either eye,
Hypermetropia: Not more than 1.5 D (better eye) and 2.5 D (worse eye)

For Army :

Distant vision 6/6, 6/9 correctable to 6/6.
Near vision N-5 each eye,
Myopia: Nil
Hypermetropia: +2 D Sph. Astigmatism +0.75 Color Vision CPI (MLT).

Chest :

Minimum 5 CMS full expansion on inhalation

Sorry, you can't apply for NDA

Lens correction via Lasik operation is checked during the Medical Examination. All such candidates are disqualified.

Yes, you can eligible for NDA. But you can eligible for the indian army only not for the indian airforce or indian navy with the eyes surgery.
So first you consult the upsc office and then you can apply for the NDA.
