Am I eligible for B.Ed after scoring 45% marks in B.A and 85% marks in PGDBM(Distance)

Hi, I have scored 45% marks in B.A. and 85% marks in PGDBM (distance).
Am i eligible for b.ed ? Is it true that some small colleges offer to persue B.ED. with 45% marks? If yes, plz suggest name of such university and college in Agra (U.P.) which offers B.ed. at 45% marks.
Thanks.
