Am I eligible to do MS in civil engineering after scoring 83% in SSC and 81% in intermediate


Hi, 83% in SSC & 81% INTERMEDIATE, i had scored 60% in my B.TECH.......i was going to write my GRE & IELTS in next month. Is i am eligible for doing MS in CIVIL engineering with my percentage & i will get 6.5 in IELTS & 290 in GRE. please can u send me the details of which universities can i apply for, as the deadlines were about to complete.
