Am I eligible for M.Phil in distance education after scoring 52% in M.A English?


I am SC student, got 52% in M.A. English. Am i not eligible for M.phil. in distance education? If eligible, how can i get admission?? Plz guide me. Help me, i am so desperate for m.phil course and further i want to do Ph.d. Why there is no relaxation of 5% for SC students?
