Can I appear for KAS and UPSC exam havign back in degree?
I have one paper back in degree first year and I cleared it in third year then I eligible for KAS and UPSC exam

No, you are not eligible for KAS, IAS, IPS and IFS examination having any backlogs in any degree. To apply for IAS, IPS and IFS, you are required to clear all your backlogs.
