The Union Public Service Commission conducts various examinations and for each of them, there is no percentage criteria but few of the examinations are limited only for candidate belonging to a particular stream.
Being a computer engineer, you may apply for the following examinations:

Indian Army- Maximum age limit is 24 years for IMA and 25 years for OTA.
Indian Navy- Maximum age limit is 22 years

Hi,

Yes, you can appear for UPSC Exam having scored this percentage, as there is no minimum percentage criteria required for UPSC exam.

UPSC conducts these exams -

IAS
IPS
IFS
CMS
IES
CDS
NDA
SCRA

Most of these exams except SCRA and NDA require GRADUATION FROM A RECOGNISED UNIVERSITY. NO PERCENTAGE CRITERIA IS THERE.

Age is different for different exams.

So, since percentage is not the criteria, you can apply for UPSC exams.
