Can I be awarded Pass Certificate upon failing in 4th major subject in HS?
If I fail in Mathematics paper only which is my 4th major paper then can I qualify the HS exam? Will I be issued Pass Certificate and treated as HS Passed candidate?

No .you should
apply for compartment exam for mathematics then you got a pass certificate |
